OptimaJet.Workflow.Core.Runtime.EmptyWorkflowActionProvider

Provides the empty fallback implementation of [IWorkflowActionProvider](https://api.workflowengine.io/core/OptimaJet.Workflow.Core.Runtime/IWorkflowActionProvider/), representing the absence of configured workflow actions and conditions.

## Remarks

The provider exposes no action or condition names and reports that none are asynchronous. A direct synchronous action call performs no work, and a direct synchronous condition call returns [false](https://learn.microsoft.com/dotnet/csharp/language-reference/builtin-types/bool). Asynchronous action and condition execution is not implemented; direct calls return faulted tasks.
